The issue resolves around the Human Subject and Vertebrate Animal sections of the R&R Other Project Information Form. This issue effects both Cayuse424 (S2S) and Adobe submissions. Sheri Cummins, the Customer Relationship Manager, at NIH states it best in her January 12, 2010 "NIH eRA Items of Interest" memo (http://era.nih.gov/news_and_events/commons_pi_01-12-10.cfm): *R&R Other Project Information Form* . While testing for our transition, we discovered that the latest production version of this form no longer allowed for the collection of the Human Subject Assurance Number under common NIH scenarios. Unfortunately, it was not discovered in time for Grants.gov to provide a fix that we could accommodate in our ADOBE-FORMS-B form packages. Consequently, for the foreseeable future we will need to deal with inconsistent form behavior between the Human Subject and Vertebrate Animal sections of the form. o Human Subject section - If Human subjects are involved and you answer "Yes" to the "is the IRB review Pending" question, then the form does not allow you to enter the Human Subject Assurance Number information. Since NIH still must collect this information, we have modified our eRA Commons Just-In-Time (JIT) functionality to allow applicants to select the appropriate Human Subject Assurance Number from those listed in the eRA Commons Institution Profile. Reminder: Don't submit JIT information unless requested to do so by NIH. o Vertebrate Animal section - If Vertebrate Animals are used and you answer "Yes" to the "Is the IACUC review Pending" question, you must provide either your Animal Welfare Assurance Number or the text 'None' if you don't have one. Failure to provide this information will result in an eRA Validation error (same requirement and validation we used with ADOBE-FORMS-A). Please note (pertaining to Sheri's second bullet point): In Cayuse424 you can enter the Human Subjects Assurance number, however, the number is stripped from the form upon it being retrieved by the eRA Commons. This is a result a substantial increase in submission volume. Per Grants.gov: "The Grants.gov system is currently experiencing a substantial increase in submission volume due to several large closings as well as people submitting in advance of the scheduled system outage for the Technical Augmentation Design (Boost). Applications are being processed. Today, February 5, 2010, through 2:15 PM EST the system has processed 1,664 applications." If you experience a time out error do not attempt to resubmit. Continuing to push the submit button yourself will only add to the load problem on the Grants.gov servers and you'll, eventually, get rejection notices due to the submission of duplicate proposals. Cayuse is set-up to automatically import the Grants.gov tracking number once the submission has been received by Grants.gov. If the Grants.gov server times out you will get a "Proposal Status" hyperlink in the Submission History page. You can click on that hyperlink and Cayuse will attempt to import the Grants.gov tracking number once again. If you find that you are getting close to the 5:00 pm deadline and your application has not been successfully received by Grants.gov, establish a help desk ticket with Grants.gov support at grants.gov . . Include the Funding Opportunity Number . Sponsor . PI Name . Do not include multiple applications on a single Help Desk ticket The problem will likely resolve itself when the servers clear out. However, we recommend getting documentation to support the submission of late applications. Reminder: Grants.gov will be down all weekend, so you may be in for a long haul waiting for applications to go through.
